It says RC1, but its recently published I guess (seeing the publish date)
If you dont have Visual Studio 2008, you can use

Visual Web Developer Express (The updated installer has Silverlight support)
Develop Silverlight Applications using Eclipse

Expression Blend 2 Service Pack 1

Flash like development environment; What Dreamweaver/Frontpage is to HTML designers, Blend is to Silverlight/WPF designers
Instead of Expression Blend 2.5, they have packaged it as Service Pack
